The Dallas City Council doesn’t vote unanimously on much these days, but when a massive new development was proposed for an empty 90-acre lot in South Dallas, every single council member said yes.


For nearly 50 years, this massive stretch of land at the northwest corner of University Hills Boulevard and Camp Wisdom Road sat completely empty. Most locals drove past it without even noticing. But that is finally changing with a groundbreaking new master-planned community called Rivlet.




Why Has This Site Been Empty for 50 Years?


It wasn’t because the land was unusable. The reality is that the roads, utilities, and foundational site work required to support a project of this scale simply weren’t there. The private market couldn't carry that massive infrastructure cost alone.


To fix this, the City of Dallas stepped up, approving a $23.5 million economic development grant to fund the foundational groundwork. The total value of the project sits at around $47 million, making it a true public-private partnership aimed at bringing suburban-style master planning right into the city limits.




What is Planned for Rivlet?


Rivlet brings the exact kind of footprint you would normally expect to see out in booming northern suburbs like Frisco or Celina—except it's happening right inside the city.


The 90-acre development is being broken down into intentional, walkable phases:


  • New Residential Housing: The community will feature roughly 300 brand-new, single-family homes alongside 240 apartments housed in three-story buildings. Phase one spans 71 acres and focuses heavily on establishing roads, utilities, and the first home sites.
  • A 20-Acre Retail District: This highly anticipated zone will include office spaces, shops, restaurants, and a neighborhood grocery store. While a grocery partner hasn't been signed yet, the developer plans to build the "rooftops" (homes) first to prove consumer demand to major grocery chains.
  • Public Amenities & Green Space: A brand-new public library and an innovation center are coming to the site. Additionally, a beautiful community park will be built around Ricketts Branch Creek—which is actually where the name Rivlet comes from. The park will feature playgrounds, a dog park, a performance stage, a market grove, and over a mile of connected walking trails.

What gives Rivlet real credibility is the track record of the team bringing it to life. The land was originally acquired from the late Pettis Norman—the legendary former Dallas Cowboys tight end and civic leader who spent decades advocating for investment in South Dallas.
